Tea and biscuits- the real scandal

The £21713 spent on tea, sandwiches and biscuits at council meetings clearly should have been noticed and acted upon by the Lib Dems before their emergency budget was pushed through. But the real scandal is that Kier has been charging the council £1.25 for a carafe of tap water and 60p per head for biscuits. Surely a member of staff could be employed to fill a jug of water and nip across to the Co-op for a packet of biscuits? How many other services have been outsourced and is the council paying through the nose for those as well?
